Diaz and Laurel travel to Bludhaven to arrange a meeting with the Quadrant–the largest criminal organization in the country. Things don’t go as expect, but Diaz has a backup plan. Meanwhile, Felicity deals with not being there for Oliver as he takes a lone-wolf approach to battling Diaz.
