Summary
An act of terror strikes Cheyenne as Cullen, Durant and Campbell negotiate toward a settlement for policing the streets.
Our Take
This one is mostly table-setting, with Cullen, Durant, and Campbell circling each other in long negotiation scenes that only occasionally catch fire. The terror attack in Cheyenne gives the hour some real urgency and a strong closing stretch, but the middle sags under the political maneuvering. Worth watching for the payoff at the end, just don’t expect a fast ride.
